The answer is that if the acronym appears first, then the title itself will be "lost" as far as any alphabetical indexes go. If we leave the acronym at the end, then the organization will be listed under both the title and its acronym. In both cases, the organization will also be included in the subject volume under its main subject interests and the keywords in its title.
The geographical names used in the Yearbook of International Organizations are chosen for the sake of brevity and common usage. Wherever possible, the country (or territory) name preferred by the organization concerned is used, providing this is possible within the limits of standardization required for mailing or statistical purposes.
